1. Assam is in Seismic Zone V — build for it
This is the single most important fact about building here and the one most often skipped. Assam falls in Seismic Zone V, the highest earthquake-risk category in the Indian seismic code. It is the same zone as Kachchh and the Andamans.
In practice that means ductile detailing is not optional: correct stirrup spacing near beam-column joints, adequate lap lengths, continuous reinforcement through junctions, and columns designed for the loads the plan will eventually carry. None of this is visible once plaster goes on, which is exactly why it gets quietly dropped to save money.
2. Get the soil tested before the foundation is designed
Soil in the Brahmaputra valley varies dramatically over short distances — firm ground on one plot, soft silty fill on the next. A soil test costs a small fraction of a foundation and tells you whether you need an isolated footing, a raft, or piles.
Designing a foundation by eye has exactly two outcomes: you over-build it and waste money, or you under-build it and discover the problem as differential settlement three years later, when it cannot be fixed without dismantling what sits on top.
3. Set the plinth height against real flood records
Plinth height is a permanent decision. Raise it 300 mm too little and you will be mopping out every few monsoons for the life of the building; there is no retrofit.
Do not accept a standard figure. Ask neighbours who have lived on the street for a decade how high water has reached, check the local municipal flood data, and set your plinth against that — not against what looks proportionate on an elevation drawing.
4. Know where your water comes from and where it goes
Two separate questions, and both get left until too late. On the supply side: is there a municipal connection, or will you be sinking a borewell? Water table depth and quality vary across Guwahati, and hard water changes the fittings and heaters you should be specifying.
On the drainage side: with roughly 1,700 mm of annual rainfall in Guwahati, rainwater has to be led somewhere deliberate. Roof drainage, plinth protection, and a slope away from the building are cheap during construction and disruptive afterwards.
5. Clear the approvals before you pour concrete
Depending on where you are building, you may need approval from GMDA, GMC, or the local municipal board, along with land-use clearance and a sanctioned building plan. Building first and regularising later is common practice here, and it is a bad trade — it complicates resale, blocks home loans, and can force demolition of the non-compliant portion.
What this looks like in practice
None of these five checks are expensive relative to a build. Together they usually add a small percentage to the project cost, and they remove the failure modes that cost multiples of that to correct. If a contractor treats them as delays rather than as the job, that tells you something useful before you have committed any money.
